Strata Management Services
1. Provide consultancy advisory and property management services to strata titled properties, which includes preparation for annual budget and conducting of AGM/EOGM.
2. Manage the day-to-day operation of the properties on behalf of the Management Council.
3. Specialise in BMSMA and advise Management Councils on the application of the Act so that they are able to make sound and informed decisions.
4. Track records in managing both single tier and two-tier management corporation.
5. Expertise includes application for approval of maintenance fee, inspection on common area and compiling of observation list during the period from pre-TOP till 1st AGM.
Facilities Management and Office Services
1. Provide consultancy advisory in term of maintenance services to building owners.
2. Manage day to day operation of buildings/premises.
3. Tailor-made bespoke solutions, integrated or managing agent services.
Derive an efficient and proper maintenance schedule for the services in the building/premises.
4. Supervise and manage service providers in the building/premises.
5. Prepare maintenance budget for both Opex and Capex works.
Tenancy Management Services
Represent landlords in managing the properties in regards of the obligation in the tenancy agreement.
1. Addressing maintenance issues.
2. Safety checks before and during the tenancy.
3. Paying bills in relation to the property.
4. Schedule visits to ensure properties are being kept in good condition.

Customisation Service
Premier believes that each client and properties can be unique. We adopt long term partnership with clients & customize our approaches to suit each development, align with the clients’ objectives and ensure highest level of service. Visual Inspection would also be conducted during initial stage, and observation would be compiled into an inspection report. Issues in the report would be categorized into urgent and non-urgent issues so that a work plan can be derived with the clients in accordance with their expectation & objectives. Premier would always listen to understand the issues of the clients so that the expectation could be aligned.
Efficient Vendor Management
We have an approved database of vendors which we pre-qualify and assess their performance on a yearly basis. This ensures a transparent procurement process, value for money and quality not compromised for the works to be carried on site.

Proper System & Processes
Premier believes that preventive measures would reduce the chance of the needs for corrective actions. There are a series of schedules, work plans and processes to be put in place so that the works are carried out in well organized and systematic manner.
Detailed Reporting
1. Feedback Log would be maintained to document and keep track of feedback received. Information can be used to identify area that pose the most problem.
2. Work Schedule for management staff would be derived to act as a guide and reference to the staff. The work schedule can be used as an audit trace if necessary.
3. Preventive Maintenance Schedule would be in place for management staff to monitor & keep track of the services provided by the service providers & vendors.
4. Prescribed Checklists will be used to carry out all routine checks for periodic inspections to eliminate haphazard checks.
5. Practice of meter reading would be in place to review and monitor
utilities consumption as well as identifying a potential underground
pipe leak as early as possible.
6. Weekly Action Plan would be in placed to track status of the
outstanding matters.
7. MA Report would be prepared monthly to provide a summary of
major items for reference.
Digitalisation
1. Premier believe digitalization is the way into future. Some of the technologies that Premier has adopted:-
2. Feedbacks on maintenance issues are received digitally from APPs and IT Platform.
3. Key functions in management office such Facilities bookings, application of renovation, moving in/out etc can be done digitally from APPs and IT Platform.
4. Minutes of meeting and other circulars can be broadcasted digitally.
5. Digitalization for the AP and AR
Invoices for MF/SF can be sent automatically to SP’s email address.
6. MF/SF payment can be made through unique QR code on each invoice. The unique QR code is linked specifically to the invoice so that unknown payment into MCST account can be avoided.
7. Clients are given the option to pay the vendors and service providers digitally.
8. Robust HR Software to enable efficient communication between HQ and Sites. It also able to provide a clear overview of the site staff’s leave forecast & attendance for their HQ Supervisors.
Cashless Policy
Premier strictly believes in NO CASH policy and this is enforced at all the properties that we manage. This is to prevent any fraudulent transactions and better centralized control at HQ level in order to protect & safeguard the MCST funds.
